Europe, Strategy and Armed Forces - The making of a distinctive power (Hardcover): Sven Biscop, Jo Coelmont Europe, Strategy and Armed Forces - The making of a distinctive power (Hardcover)
Sven Biscop, Jo Coelmont
R4,297 Discovery Miles 42 970 Ships in 12 - 17 working days

This book examines how the European Union can pursue a grand strategy and become a distinct global actor in a world of emerging great powers. At the grand strategic level, its sheer economic size makes the EU a global power. However, the EU needs to take into account that many international actors continue to measure power mostly by assessing military capability. To preserve its status as an economic power, therefore, the EU has to become a power across the board, which requires a grand strategy, and the means and the will to proactively pursue one. The authors of this book aim to demonstrate that the EU can develop a purposive yet distinctive grand strategy that preserves the value-based nature of EU external action while also safeguarding its vital economic interests. The book analyses the existing military capability of the European Union and its bottom-up nature, which results in a national-based focus in the member-states, impeding deployment capability. A systematic realignment of national defence planning at the strategic level will enable each member-states to focus its defence effort on the right capabilities, make maximal use of pooling and specialization, and contribute to multinational projects in order to address Europe's strategic capability shortfalls. A stronger Europe will therefore result, it is argued, a real global actor, which can then become an equal strategic partner to the United States, leading to a revitalized Transatlantic partnership in turn. This book will be of interest to students of military studies, European Union policy, strategic studies and International Relations generally.

Grand Strategy in 10 Words - A Guide to Great Power Politics in the 21st Century (Paperback): Sven Biscop Grand Strategy in 10 Words - A Guide to Great Power Politics in the 21st Century (Paperback)
Sven Biscop
R656 Discovery Miles 6 560 Ships in 12 - 17 working days

In a world that has returned to great power rivalry, understanding the grand strategy of these powers is crucial. This book introduces ten key terms for analysing grand strategy and shows how the world's great powers - the United States, China, Russia and the European Union (EU) - shape their strategic decisions today. Outlining the steps needed for a less confrontational grand strategy and a more peaceful and stable world order, this lively and accessible introduction shows how the choices made in each of these ten areas will determine the course of world politics in the first half of the 21st century.

European Strategy in the 21st Century - New Future for Old Power (Hardcover): Sven Biscop European Strategy in the 21st Century - New Future for Old Power (Hardcover)
Sven Biscop
R4,134 Discovery Miles 41 340 Ships in 12 - 17 working days

This book argues that Europe, through the European Union (EU), should act as a great power in the 21st century. The course of world politics is determined by the interaction between great powers. Those powers are the US, the established power; Russia, the declining power; China, the rising power; and the EU, the power that doesn't know whether it wants to be a power. If the EU does not just want to undergo the policies of the other powers it will have to become one itself, but it should differ in its strategy. In this book, Sven Biscop seeks to demonstrate that the EU has the means to pursue a distinctive great power strategy, a middle way between dreamy idealism and unprincipled pragmatism, and can play a crucial stabilizing role in this increasingly unstable world. Written by a leading scholar, this book will be of much interest to students of European security, EU policy, strategic studies and international relations.

The European Union and Emerging Powers in the 21st Century - How Europe Can Shape a New Global Order (Paperback): Sven Biscop The European Union and Emerging Powers in the 21st Century - How Europe Can Shape a New Global Order (Paperback)
Sven Biscop; Edited by Thomas Renard
R1,710 Discovery Miles 17 100 Ships in 12 - 17 working days

The emergence of new powers fundamentally questions the traditional views on international relations, multilateralism or security as a range of countries now competes for regional and global leadership - economically, politically, technologically and militarily. As the focus of international attention shifts from the Atlantic to the Pacific, the European states in particular are seen to lose influence relative to the emerging economic powerhouses of China, Russia, India and Brazil. European nations find themselves too small to engage meaningfully with these continent-sized powers and, in an increasingly multipolar world are concerned their influence can only continue to decline. This book analyses the shifts in the structure of global power and examines the threats and opportunities they bring to Europe. Leading European Contributors reflect on how the EU can utilise collective strength to engage and compete with rapidly developing nations. They examine perceptions of the EU among the emerging powers and the true meaning and nature of any strategic partnerships negotiated. Finally they explore the shape and structure of the international system in the 21st century and how the EU can contribute to and shape it.

The Routledge Handbook of European Security (Paperback): Sven Biscop, Richard Whitman The Routledge Handbook of European Security (Paperback)
Sven Biscop, Richard Whitman
R1,612 Discovery Miles 16 120 Ships in 12 - 17 working days

This new Handbook brings together key experts on European security from the academic and policy worlds to examine the European Union (EU) as an international security actor. In the two decades since the end of the Cold War, the EU has gradually emerged as an autonomous actor in the field of security, aiming to safeguard European security by improving global security. However, the EU's development as a security actor has certainly not remained uncontested, either by academics or by policy-makers, some of whom see the rise of the EU as a threat to their national and/or transatlantic policy outlook. While the focus of this volume is on the politico-military dimension, security will also be put into the context of the holistic approach advocated by the EU. The book is organised into four key sections: Part I - The EU as an International Security Actor Part II - Institutions, Instruments and Means Part III - Policies Part IV - Partners This Handbook will be essential reading for all students of European Security, the EU, European Politics, security studies and IR in general.

The EU and the European Security Strategy - Forging a Global Europe (Paperback): Sven Biscop, Jan Joel Andersson The EU and the European Security Strategy - Forging a Global Europe (Paperback)
Sven Biscop, Jan Joel Andersson

The European Security Strategy (ESS) has become an important reference framework for the EU since its inception in 2003. Without strategy an actor can only really be a reactor to events and developments. In the ESS the EU now has a strategy, with which it has the potential of shifting boundaries and shaping the World.

This volume explores this statement and examines the underlying concepts and implementation of the ESS as a judging tool of all the European Union s external actions. Contributors, closely involved in the early debate leading up to the ESS, assess questions such as how the strategy has shaped EU policy, how it relates to existing policies but also how it has added value to these policies and whether the strategy s objectives are sufficient to safeguard EU interests or whether they should be reviewed and added too.

The outline of the strategy itself is followed; addressing its historical and conceptual context, the threat assessment, the multilateral and regional policies of the EU, its military capabilities and its strategic partnerships. This book offers a comprehensive vision of how the EU can achieve the ambitious objectives of the European Security Strategy and become an effective global actor as the strategy helps to forge a global Europe.

The EU and the European Security Strategy will be of great interest to students and researchers of European politics and security studies.

Euro-Mediterranean Security - A Search for Partnership (Paperback): Sven Biscop Euro-Mediterranean Security - A Search for Partnership (Paperback)
Sven Biscop
R984 Discovery Miles 9 840 Ships in 12 - 17 working days

This title was first published in 2003. This work provides a clearer understanding of the EU's approach towards security in the Mediterranean. After examining the EU's interests and the potential threats to security in the region, it analyzes EU security policy towards the region as a whole, through the Euro-Mediterranean Partnership, and towards all disputes and conflicts in the area. It recommends opening up the European Security and Defence Policy to Mediterranean participation, in order to establish a deep and equitable security partnership between both shores. The book argues that this way the EU could implement its innovative comprehensive and co-operative approach to security. Rather than focusing on the military aspect alone, this approach takes into account all dimensions of security (political, socio-economic, cultural and ecological) and is based on partnership rather than confrontation. It therefore contrasts quite sharply with the policies advocated in the US National Security Strategy.

Peace Without Money, War Without Americans - Can European Strategy Cope? (Hardcover, New Ed): Sven Biscop Peace Without Money, War Without Americans - Can European Strategy Cope? (Hardcover, New Ed)
Sven Biscop
R4,571 Discovery Miles 45 710 Ships in 12 - 17 working days

Britain and France were surprised at having to convince the US of the need to intervene in Libya in 2011. The French intervention in Mali in 2013 confirmed the picture; Washington will support European action, but only if and when Europe takes the initiative. Just as the focus of American strategy is shifting to Asia and the Pacific, vital interests in the European neighbourhood require resolute action. Autonomy is being forced upon Europe, but it is an autonomy constrained by a lack of means as, following the financial crisis, defence budgets across the EU member states are slashed. The ramifications of the Arab Spring and the crisis in Ukraine pose challenges of an enormous scale for the EU and its members. Peace Without Money, War Without Americans is the double challenge that European strategy-makers face. What can be expected from strategy at a European level? Can Europe cope?

The European Security Strategy - A Global Agenda for Positive Power (Hardcover, New Ed): Sven Biscop The European Security Strategy - A Global Agenda for Positive Power (Hardcover, New Ed)
Sven Biscop
R3,836 Discovery Miles 38 360 Ships in 12 - 17 working days

In December 2003, the EU adopted the European Security Strategy, the first ever common strategic vision of the Member States. This volume examines how the Strategy can form the basis of a comprehensive approach that integrates all dimensions of EU external action, from aid and trade to defence, under the same agenda of 'effective multilateralism' or global governance. This agenda can be translated into the core public goods to which every individual on earth is entitled; promoting access to these global public goods can be the essence of a distinctive European approach emphasizing long-term stabilization and conflict prevention. On that basis, the Strategy can be a global agenda for positive power - global because of its worldwide scope and comprehensive nature - for a EU with effective power to achieve positive objectives. The book will appeal to audiences interested in the EU as an international actor, foreign policy, security and defence, development and trade. It is also suitable for policy makers in the EU institutions and the Member States.
